The plumbing fault
The restriction was located beyond the toilet trap and needed to be approached through the drainage route rather than by repeatedly flushing or plunging the pan.

Downstairs toilet drain blockage cleared in Whetstone
AFS attended a blocked drain serving a downstairs toilet in Whetstone after plunging had failed to move the obstruction.
What AFS did
Diagnosis and repair
The drainage route was accessed and rodded. The blockage was cleared and the toilet was checked to confirm wastewater was flowing away correctly.
Useful guidance
What to watch for
When plunging repeatedly fails, continuing to flush can cause the water level to rise or overflow. Slow drainage, gurgling and changing water levels are useful warning signs to report.
